Regarding the suit v Leathers, I dont see any reason why you cant practice in your leathers. I see people practicing in boiler suits and no one complains.
As to a kart, depending upon your budget, you have some choices.

Sorry if I am being harsh to genuine sellers on here, but unless you know the person or they are recommended, then you have to be cautious.
Choice 1
very low budget - Ebay as ever let the buyer beware, we see lots of ebay specials breaking down on the first day out and lots of mixes of kit from other karts.
Choice 2 - Medium budget - UK Karting still a risk but often find retirement packages Non Evo engines are coming up as people change over to EVO kit. A good non evo engine is just as quick, maybe quicker than EVO but doesnt come off the corners quite as easily.
Choice 3 - Shop Tend to have a selection to suit your budget and you have a comeback. They should have a Jig where you can see its straight or not.
Choice 4 - Teams Tend to be a bit more expensive as the karts are usually newer but the bearings etc should all be in good condition
Usual checks for welding on the chassis especially around the rear bearing carriers, distortion on the steering column lower bearing support, flattening on the chassis rails at the front and down the sides, damage to the brake disk. Seat condition.
The other considrations are spare parts availability, if you pick a chassis and the local tracks dont have spares support, then your practice day can become very short if you dont carry the spares yourself. OTK in various colours tend to be supported everywhere.
Also look at buying a good condition chassis and picking up a engine package seperately. Look for one which is sealed, if it was rebuilt within the last 6 months it will still have some warranty.
