1 - no
2 - no idea but doubt it would be a great chassis for TKM as likely to be too heavy
3 - it's an old chassis and engine for a class that is pretty much obsolete.

If you want to race TKM at Hooton IKR (which I can highly recommend for what it's worth), just buy a tony kart that fits in with your budget. It's a chassis that will work well for tkm, x30 or rotax and will retain some value if and when you move on. Parts are easy to get and setup is straightforward.
