Well I find the figures quoted ,if true ,to be pretty horrific, but it has always been the case that in the 'top' class,previously Comer now IAME, people have been spending a lot . It would seem that big money is being pumped into Honda cadet.
No doubt there are 'big' engines in IAME but I suspect that the difference in performance is much less than that between an 'out of the box'gx160 and a 'super'SP.
We are now on Version 12 of the honda engine rules and each successive change has added to the cost of the engine in this Budget engine class! 'Orton's approach above would have given greater equality at less cost, but the truth is that there is more scope to obtain an advantage by spending more on the engine in the 'Budget' class than in the 'top' class.
Given that the 2 classes have been allowed equal stature in the class structure,and the limited nature of possible mods to the IAME, it is not surprising that the 'well heeled' will choose to take advantage by running in Honda.
Take Honda cadet out of S1 and all similar championships and run it solely as a club class. An annual festival tkm style would be good.
Make it clear that IAME is the top class to which the better drivers will progress to further their 'careers'. For these people Honda is really a dead end,where is the 4/ class to move up to? What have they learnt about carburettor management?
Leave Honda cadet to those it was meant for. Might even get some self built engines.
