The tyres will still need to be worked to generate heat to make them effective.

Narrow rims are most effective in heavy rain with new tyres but a damp track on inters work better on with wider rims.

Tyres on their own will not really help. You will need to set the kart up to make it work in the conditions. If it is fully wet you will need full caster (22degrees) full width at the front, full width at the rear and tight rear bumper. As it gets drier you simply dial off the settings.

Tyre pressure will be condition dependent but 30PSI (Dunlop or Bridgestones) would be a good starting point but in the cold I have gone as high as 50psi.
