Axle width/length Question

The Setup sheet we got with our kart gives advice on axle length and type, relative to how "grippy" track conditions are.
I get the idea of using an axle to tune the handling i.e. going from a medium to a soft but some of the advice on this sheet is like "go from 1040mm Medium axle to, 1000mm Medium axle" but with no suggested change to Track Width or Hub length. I'm no expert, so can someone explain, how the portion of the axle actually inside the hub effects the behaviour of the axle.
I'd have thought its the portion between bearing and hub, and how flexible that bit is, that makes most difference and in the example above that's not changing!
