It is actually the best method to have no spacer between the bearings as you can set the 'pre-load' just right.

With a spacer, unless the spacer is exactly the same dimention as the recessed bearing's inside measurement, then even with the wheel tightened, it is possible for the rim to move on the outer race of the bearings and cause the rim to wear and the bearings to become loose in the recess if the bearings aren't a tight fit..

That's why you get bearings that drop out when you take the wheel off.

The sleeve/spacer should set a slight 'pre-load' to ensure there is no possibility the rim can move when full tight but still spin freely.

Cheap bearings that are not machined to the high standards of good manufacturers are a false economy, especially in the king pin bearings where the loads are very high.
