Honda Cadet Clutch Drag

Hello. I am concerned that our Magnum clutch might not be operating correctly. When the engine is idling on the stand the rear wheels do not turn at all. On the other clutches we have used there has always been some drag at idle to make the rear wheels spin. Similarly, when you blip the throttle on the stand the clutch does not seem to engage until the engine speed has increased quite a bit. It does engage and it does work but I wonder if it is working correctly as we can't seem to find our normal pace.

Does anyone know about whether I should be looking for the clutch to drag at idle?
