If all else fails to cure the problem, have a close look at the actuator rod between the black plastic connector on top of the carb spindle and the throttle arm.
Sometimes I have found that the ends get bent slightly the wrong way and it tends to "lift" out of the plastic connector (causing the throttle spindle to lock) rather than rotating it.
Has this been replaced recently to your knowledge?
