Did you refit the washer between nut and clutch drum the correct way around?

The hole on one side is chamfered, and that side must face inwards.

Alternatively the washer could just be in need of replacement - they're a consumable, especially if you swap between 10/11 tooth drums regularly.

Both the above will stop the clutch drum running freely.
