In practical terms you probably have no problem.' Normal' drag at the clutch will set a free axle spinning on the stand. On the ground there will be no problem unless the revs are 2,000 plus. However as 'Spice' says you should be able to drop the revs right down by backing off the black plastic throttle stop screw. As you have checked that there is slack in the cable you are looking for an air/ mixture leak either at the gaskets either side of the black plastic insulator block, or a badly centralised or damaged throttle butterfly in the carb. ( Carb off, hold up to light and check the butterfly is closing fully).Remedy is to slacken the central screw and let the throttle plate centralise before retightening.
