With the top hat in place and the bolt tightened is there a gap between the washer and the clutch shaft?

I will bet there is. If the movement you have is this then you would be best to file the thinnest part of the top hat so that this is removed.

Movement in the clutch drum is fine but not the shaft along the crank.
