Do the test that Alan suggested by fitting without the o-ring. Remember that it is only a test which should prove to you that it is the o-ring that is causing the drag.....and then put it back together properly.

Yes, that is a characteistic of this type of clutch......to stop the shenaninigans that went on a few years ago with grease accidentally making it's way onto the clutch surface, helping the standing starts.
