Firstly, correct me if i'm wrong, but i believe it's the host club who run the event and not LGM themselves, so surely any wrong doing is on the clubs part.

The key thing here to note is if the meeting declaration was changed. So was it declared a 'dry' meeting then they changed it to 'open' or 'wet'prior to the start of the race. If this change happens during a meeting then anyone currently on the grid has a set time to change tyres as per MSA rules book and Clerk has to give the time even if no1 is changing. Hence they usually do it as a race starts so the next race is only delayed by 1/2 mins max.

However, I think the changing of gearing and setup can only be done before they get to the grid. As far as I understand from experience, which could be out of date, you can do what you wish until you enter the grid, then no changes are permitted. So, maybe if they hadn't entered the grid yet they changed setups?

As for the mechanics issue, were there passes for dummy grid so 1 mechanic and driver per kart? If so, I think it's just an advantage to running with a team. Nothing stipulates that in the holding areas you can't help someone else. So if all those team mechanics were there for their own driver within the team it makes sense for them to work as a 'team' (hence the term) to complete the changes (whether legal or not). There's nothing stopping the privateer dads pulling together to get them all done and out.
I've been the driver in dad and lad setup, and also team mechanic in karts and formula fords, but when you are on the competing side of motorsport you're always gonna try get the best situational outcome to advantage yourself. The only time i've been impartial is my time marshalling/race directing.

It all takes away from the skill of making the best call though. I was once spectating at a club meeting at Ellough and it was slowly drying towards end of day. I knew several of the senior drivers and everyone knew me from my time marshalling, they all had a chat at some point in the day but only one of them asked me the question during the minimax final. "What tyre choice would you make for the senior final?". "Given the info that your starting 21st out of 24 and haven't had the pace to win on equal terms with everyone, i'd go slicks if it were me" is what i told him, "you cant go much further back". So the race came around and 3 of them started on slicks, the other two spun at the start in first corner. However, Steve was 3 quarters of a lap behind after 3 laps (14 lap final), then the wets started falling apart AND steve got slicks up to temp so the times flipped. He took the lead with 2.5 laps remaining and won by half a lap. I felt good after that haha.
