Because the MSA has to follow the rules that have been set.

If anyone is allowed to just set up new rules because they feel like it the system just disintegrates.

Banzai's problem is that every time he comes up against a rule that he doesn't like he calls it 'stupid' and decides to go pirate.

Let's take this a little further. He wants an unsanctioned '0' plate for his own reasons. Next someone else will decide that the 'BKDA' 0 plate is meaningless and will hold another 0 plate somewhere else (PFI?) and so on. Whose '0' plate would be the recognised one?

There's a reason why there is a single 'authority' and a reason why there are procedures that have to be followed. Playing 'cowboy' may be exciting or satisfying for Banzai but it isn't a way to gain any sort of recognisable standard nor is it good for the sport.
