First I would phone the company that did the work and ask if they can recommend a solvent that would do the job. Failing that then maybe some gentle work with something like niotromors - if you do remove the number then you are not much worse off than you are now.
Maybe also make a call to the MSA and ask them if you could get a number allocated as it is only there to ensure you use the chassis that you sign on. The kart manufacturer may be able to supply a new number that you can have stamped on.
