It sounds ok in theory but if someone was to pit at the same time as the limiter being activated then it would give them effectively a free pit stop. Even if they closed the pit lane, if there was a driver already in the pits they could easily gain about 10 seconds advantage. If they could solve that problem then it would be ok.

Bianchi's injury (by the sounds of it) was caused by the head coming to a sudden stop and the brain keeps on travelling causing it to damage / tear the vital nerve pathways connecting it all up. It's the reason they put crumple zones in cars as when you come to a sudden stop all of your organs keep on travelling so even if nothing impacts your body from the outside the damage is done on the inside, such as internal bleeding due to major arteries being severed. The crumple zones cushion the 'sudden stop' effect and there for reduce the severity of internal injuries.

If you know anybody racing karts who has a crash and comes to a sudden stop at high speed then the points above are worth noting as they could be given the all clear at a hospital who do not appreciate the speed of the impact and the dangers involved. (I think most people envisage karts travelling at about 30mph not 70 to 100mph+).
