However.....

if S1 is, as you say, the pinnacle of kart racing and encouraged by the MSA, why is it that non-MSA racing is increasing in popularity and doesn't, in general, use the the S1 format?

Possibly because the assessment of S1 as the pinnacle of kart racing is incorrect.

By this I mean that perhaps the ideal for Cadet kart racing is not the S1 environment.

This isn't to knock S1 in any way, but a recent video highlighted that to be competitive at that level you need to race 51 weeks of the year at an average cost of £500 per weekend, that's a budget of £20.5k before damage and supplementary costs.

I don't believe that the average Cadet karter has that budget and is far more likely to aim at one or two outings a month. (and simply, given two drivers of similar physical ability, the one with the greater track time is always going to have the advantage).

So S1 may represent a particular standard in cadet karting but it only really works if everyone there has the same standard of driving. It doesn't work when the standards are wildly different, as is common at the club level.

Again, this would probably result in even fewer entries into MSA club events, just as I suspect the MSA instruction that there will only be two categories in any class, a 'Libre fast' and a 'Libre slow' will do. (if you think it is driven by considerations of the well being of karting, just consider the position of the tyre importers who will get the monopoly on MSA tyres for the fast or slow class, Senior and Junior and their relationship to the advising committees.)

Clubs essentially decide on the balance between the number of classes and the duration of each outing at at the AGM. What we see is that AGMs are rarely well attended, people simply are not worried about the sport to that extent.

Besides, S1 uses the extended events as a selling point for their format, so if the MSA norm gets closer to theirs, they will simply extend it again to 20 minutes, leading no doubt to calls for the MSA to set minima of 15 minutes. Until we end up with a single 40 minute period on track for each class, followed by an immediate prize giving so that people can 'go home'.... a bit like F1.
