This is an unimaginably bad idea....

The moving bumper address only two use cases
1 Loading at the start (by only one kart)
2 Contact on the kart in front

It does not address the use cases of
3 Any racing incident (which it seems they all are)
4 The kart in front braking early for "whatever" reason
5 A whole grid loaded from the back to the front, where the all bar #1 and #2 have to come in because their bumper has moved

This in effect eradicates there being any sort of "close" driving as the risk to benefit of ever being within ten feet of anyone else is too high.

Combine this with driver being allowed one overtaking maneuver per overtaking attempt then that's the end of there any point in going racing.

You may as well have bambino type time trials.

Winding this back, what problem is this attempting to solve?

The answer is not driver contact. Drivers will operate within whatever the risk / benefit they personally apply is. E.g. Kimbolton, cadet goes across the bricks, makes ten places, gets penalised five is a good ratio. E.g. CoC known for taking any nonsense, is a high risk for those who enjoy nonsense.

The answer is though applying what's in the Blue Book. Most use cases and outcomes are already in there, all that needs to be done is to apply them.

The answer is also in the SRs of just about every club. Every club knows who in every class are those most likely to "upset" the other drivers in that class. The answer is for the club to exercise the SR that says we don't have to accept your race entry..

To implement and force the bumper in this way is just plain lazy and as someone else put it someone is going to make a few quid at the expense of racing and turning the sport into a glorified time trial.

Long story short... There are just better solutions that already exist which aren't being used
