Why would you not want to fasten the clutch onto the crank?
As said the key may fall out, also what friction holds the clutch on? its a parallel shaft, so should slide freely, there is only the chain.
Bolt it on, make sure there's a good fitting washer on the crank first if the clutch is fitted with the shoes facing outermost or there is a risk of deforming the clutch spindle.
