At club level the CoC will get to know the drivers who appear before him regularly an d this would also apply for a national championship.
More difficult to build a picture with a driver who moves from track to track.
The old system put points on the licence which was then recorded at the MSA but that only worked when points were awarded - if a driver could lie their way out of a penalty then no way to build up the picture.
If there was an easy solution to this then I would hope that it would have been implemented. The best solution would be for parents to take a firmer attitude but there are always a few who support (encourage?) bad behaviour by their driver.
