I understand your point Mark, but I think what Castree means is if you want to be at the front regards motors you need an SP. To guarantee that you need to pay, recent cost? as much as £2500 per engine with a track record!!! These 200s should never ever get anywhere near that because there will never be an SP GX200 in this class, and also the buyback price has been set.
There are some good owner engine builders out there but without the turnover of parts you need to be very lucky to drop on the parts reqd to have a motor to take on the very best SP.
It is unfortunate for the diy builder that he now has to pay someone, but there had to be some kind control somewhere. Another point is many use a builder nowadays anyway, diy has become less and less.
