bottom end power rotax

hi guys
wonder if anybody could help, my nephew has just brought a Gillard rotax 125 kart and he tried it for the first time a couple of days ago and it seemed abit slow picking up on the revs before the power valve kicks in, I did adjust the valve adjuster but didn't seem to make much difference, the engine is sealed and about ten hours old, any ideas please as am a newbie to rotax's as the kart I have is a prokart, oh the rotax has a 87 sprocket on it, cheers lads
