Given that it is the second time the Ferrari system has released him into a driver, may be one of the other teams has a gadget that affects the 'ready' system.

It's probably working on radio (Bluetooth or a variant?) rather than by wire, so a passing vehicle passing its load of data to the pitwall might just create the interference necessary.....or maybe Sutil (or a fan of LH) has a Bluetooth hijacker on his person.:-)

'Equipment failure' might explain the difference between the two punishments, last time was felt to be an accident, this time an incident since they'd been told to fix it.
