Nice try but that's a deliberately misleading point..... and you KNOW it!
Why?
Because 'leaving the track' was NOT deemed to be an 'offence' for any OTHER driver on any OTHER occasion during that weekend.... nor at any OTHER weekend or at any OTHER track.! Many (probably Most, if not ALL) the other drivers left the track at SOME stage in that race but only ONE was penalised!
So, the whole WORLD can see that LEAVING the track is NOT (in the FIA's view) an 'offence' PER SE or else ALL the other drivers woul;d have needed to be penalised, too! Did you NOTICE that they weren't? The rest of the WORLD noticed it!!
However, the FIA deemed it to BE an offence for ONE driver to leave the track......... and that driver was the one that prevented a FIAt from winning.....
...... and THAT's why that driver was the ONLY driver penalised! Penalising ANY OTHER driver would NOT have created the 'WIN' for FIAt which was required by the FIA and thus, no OTHER driver NEEDED to be penalised to RIG the result!!
