The reason for taking details up front is that from the moment you start working on a design you are doing work for someone. I'm not sure about you but I can't afford to spend up to 3 hours plus material cost with no commitment from the customer. If we didn't do it that way there is nothing stopping the customer either walking away empty handed or taking the design to another printer.

If the customer doesn't know if he will like the design he can ask us to change it but we don't advertise as graphic designers so usually we design what people ask rather than produce original pieces.

I produce good quality products at fair prices so I get lots of work. Many of those have no problem with these terms as they are common across the board. The selection who don't like it can try and find someone who will work for nothing or companies that charge a premium for what they do. They do excist because I often get emailed artwork with an email saying these people did the artwork for me but they want twice as much for the banner can you do it. I say I can't use the artwork even if I could.
