You could get an answerphone that lets you specify number of rings before answer message; let all your regular contacts know how many rings; when you get a call, let it ring and nuisance callers won't leave a message. I've found this an effective filter. Registered for TPS but seems to be not very effective.
Got the 'Microsoft error message' call the other day (was expecting an important call that wouldn't have registered on caller id, otherwise wouldn't have answered); kept em on for about 5 mins then when I asked them to identify my computer from the error message, they told me to f off and hung up !
