categorically NO, there are 100's, if not 1,000's of factors to consider in that accident - there is never a single cause - and I am not going to even attempt to list them all but consider:
Speed (yes, I put that at the top)
Positioning of the vehicles
The type of vehicles
Road conditions
Weather conditions
Vehicle condition
Tyre condition
Brake condition
The fact the lights were on red
The fact the police driver was on a call
The fact that the innocent driver was there at all
Driver training - was it adequate?
Was it a blind bend?
Was the driver unsighted, even for a split second?
Unfamiliarity with the area
Was he in control?
Why did he hit her, why not attempt to avoid her?
Were there pedestrians around?
etc. etc. etc.
You see my point, one could go on to do a full accident analysis which would be very exhaustive and exhausting.
Yes, I grant you that the higher the speed in a vehicular collision, the greater the chance of injury or death, but it is not a given that speed kills, it is a factor - a highly important factor but nonetheless, it categorically cannot be the single cause as there are too many other variables - all of the above and many more besides all had a bearing on that accident.

As a matter of interest, what did the police report state as the causes of the accident?

and please don't get personal by throwing insults, it's derogatory and totally unnecessary in a forum discussion. I value your opinion and you have helped me a few times in the past with your knowledge sharing but throwing insults just devalues you and what you say.

I will also go on record to say (and I sincerely hope you have not made this assumption about me)
that I categorically and emphatically do not condone speeding on public roads and highways in any way, shape or form.
