Looks like the resistor pack that controls the speeds on the heater fan, disconnect it and you might find that the fan will only work on full setting as no resistor is used then. normally mounted in the heater matrix itself in the cold air stream to stay cool under load.
Other than that it could be part of the rad fan control system as others suggest.
