You can 'cash out' your insurance, by cancelling it, although you usually have to give some dumb notice, like a month or something, and they take a fee for their troubles. You could pay monthly but it works out slightly more expensive over the year and they take a deposit. Also check with your insurance company, my insurance didn't go up a penny when I passed my test, there was just an admin fee of about £15 for them to change the details of my policy.
