I couldn't think of anybody worse to vote for someone who will have influence in the sport I compete in than "the fans". The reason F1 has become the circus it is is because of the sports leaders pandering to the fans (read TV audience). It is competitors ASN's and clubs that fund the sporting side of the FIA and it is those same people who should vote.
I think Jean Todt will do a good job. He is single mindedly determined to excel at whatever he does, is demonstrably very good at putting the right people in the right jobs and has already stated that the President of the FIA needs distancing from the governance of the rule book. It's just a shame someone of his skill without the ties to Ferrari couldn't be found. Regardless of any bias in his actions, there will always be the perception of bias and this will make his Presidancy more difficult than it should be.
