Overhead gantry signs will flash up ADVISORY speed limits, unless it is red ringed. If it is red ringed it becomes the temporary speed limit for that section of road, prosecution for which is the same as if it was the permenant speed restriction.
Depends on what limit the camera was set to, but there's usually an allowance over the actual limit, to allow for people to tempoarily creep over the limit. The other thing that some don't realise is, that if you put bigger wheels on your car, the speedometer will show a slower speed, so you may think your at the limit, but may be over it.
