How safe should parachuting be?? How safe should BASE jumping be?? How safe should climbing mount everest be??
I would say that we inherently go looking for risk in life, and that thrill seekers (that includes racing drivers) thrive off the 'what if' involved with what we do. I'm not saying they go looking for the danger, but it being there in the first place will give a greater thrill than if no danger existed. F1 drivers in the 50's and the 60's knew the danger, but did they stop racing?
I'm all for un necesary risk being reduced in Motorsport, afterall it's devastating to see young drivers such as Henry Surtees killed during racing. However i'm still happy to compete even after seeing that, and I accept the risk everytime I race because it's a risk i'm WILLING to take.
So in other words.... I don't know!! ;)
