Hootsmaon is absolutely right. If the scooter rides in the gutter then people will attempt to overtake squeezing the scooter into the gutter and creating a problem for the scooter rider. They should ride away from the kerb and away from the danger (side roads etc). If the car can't overtake when the scooter is in this position because of oncoming traffic, poor view etc the car driver should not be trying to overtake anyway. If it was a car in front then he wouldn't attempt the overtake. What is the difference. We all pay road tax (or should pay road tax)to use every bit of the road.
