All I will say to your thread, F1 rule changes always suited Ferrari when they are winning or near the front.
I'm sure Bernie will have a Ferrari or 6 in his garage and the promise of another one at a 'good price' would help towards this.
As for Renault, they haven't been happy for ages. When you have Alonso's and Biatorres (i think that how you spell it)wages to pay, you need to be winning races as well as selling Clio's, Laguna's etc.
