Surely 70+ years focussing on speed ought to suggest that it is NOT the most cost effective approach. Some people never learn. The BIG road safety advances have not been speed - enfocement related. Seat belts, drink driving have been far far more significant than any speed related initiative.
Road design (eg motorways) is VASTly more significant too. Clearly dealing with 5-13% of the problem is NEVER going make a significant impact - particularly if it means that most of the problem is ignored!
