That wouldn't be a tax of speeding would it by any chance? You sort of seem to have accepted that the evidence that speeding motorists as a group DON'T have more accidents than those that don't is non-existant (or have brought no evidence to the contrary).
Given that is a tax I very very rarely pay, I suppose I shouldn't worry - but personally I'd think it more democratic to tax more fairly.
But as Dan says it really doesn't matter what the stats say you'll focus 100% of your ire on 5/13% of the problem - and accidents statistics will remain high because of you and others of similar blinkered views.
