"You don't slow them down, you make them better drivers. Teach them to use and appreciate the speed. (See below how) We all need to use speed to get places!"
-------Right, you said YES we needed to slow down dangerous drivers before (question 6 - http://www.karting.co.uk/Notice/Message.asp?FID=4&MsgID=0000392175) and you seem to have changed your mind since that thread. Which is ok but a sign you don't quite know exactly what you want.

"You shouldn't have to (differentiate between a good driver and a bad driver), make sure everyone knows the rules and make the rules fit the purpose."
-----What happens if the person doesn't give a stuff about safety whilst driving. They may appear perfectly reasonable drivers on any tests, but when they get out on their own they may be lunitics. If you can't differenciate between the good drivers and the bad drivers how the heck can you tell who will actually listen to the advice and who won't.

"Why does it have to be self financing, or low budget? You don't think that road safety is an area worth spending our tax money on?"
----Because otherwise you'd be taking money away from other things such as stopping murders, drugs raids, keeping people generally safe etc. etc. Which may well be fine - but I doubt many people would be in favour of that. As much as you'd like there to be, there isn't a bottomless pit of money (especially not now!)

"everyone who falls foul of the rules (and I mean every rule, including parking tickets) get an automatic theory re-test which we have to pay for (penalty)"
----Well the current theory test is very easy and thinking about it, its quite a challenge to actually make a harder theory test (because pretty much everyone knows their road signs, knows what they should be doing before a junction etc.) Whether they actually do it in real life is another thing. (for example, no one would seriously put "yes" to 'should you drink drive' in a theory test but people do it in real life!)

"All the above! Including a compulsory 1/2 hour every week (or day if you want to) of road education programmes on the main TV and radio channels. All paid for by the Networks themselves"
----- No one would watch them. Maybe the 1st few episodes out of curiosity, but after that no one would watch. Like I mean, who honesty would enjoy watching those? If you think you'd get anywhere near a significant share of the viewers for that programme then you're not living on this planet.

--------------------------------------------------
Is this seriously what you think will solve the issue? So we should take our money out of speed enforcement and put it into TV and Radio Ads that would get no one watching them whilst making a test that (at best) would require just a little bit better than common sense.

And in exchange for this we should allow ALL drivers to drive at whatever speed they like? That's insane, surely?
