I don't have a SIMPLE answer, because there isn't one - that is what is wrong with the arguments put forward by those who believe that simply hanging speeders up by the thumbs will make things a whole lot safer.
There are lots of things - certainly much stiffer driving tests (graduated like bikes) and repeat tests and yes, enforcement by many more police patrols. Possibly enforced high visibility jackets for bikers. I can go on and on. Unfortunately such things don't grab the headlines like some GREAT idea. Unfortunately the number of actually GREAT ideas on road safety are far fewer than politicians would have you believe.

And I suspect that none of them would stop ALL incidents like the one we are talking about.
