Please try joined-up thinking. The speed limit is ARBITRARY - even itpro agrees that. It does NOT represent the level of acceptable risk - it's merely a figure (within a limit a small number of options) which someone has chosen for a particular AREA. For some of that area (generally) it will be too HIGH (for some of the time) for some it is too LOW (for some of the time). Indeed there is considerable pressure from with your party (I assume) for a review of speed limits, precisely because (for much of the time) some of them are GENERALLY too low. There is no rocket science (or much science at all) to this choice of limit. Outside my previous house the speed limit changed from 70 to 60 to 40 to 30 - not because there was a change in the ACTUAL risk (the police were opposed to the changes for a long time), but because we had a councillor who was fixated by speed. And in a democracy that happens.

Until you understand that there is no point in discussing it.
