I'm not actually blaming the police. In my particular village they (and the highways authority) have, after speed checks, concluded that the incidence of speeding is low. But what is top of the village's road safety issues? You've guessed it! So the police have to respond - one of the problems of a democracy.
It's only when the general PERCEPTION of speed as a risk factor matches it's ASSESSED impact that road safety policy will become balanced.

People peddling bogus or long since discredited stats doesn't help the process.
