It has nothing to do with any form of standards, any decision that man makes is based purely on the revenue returns.

Just look at the track issues at Canada this year, it was also an issue in 2007, why? another bone of contention is Silverstone loosing next years GP to Donnington, which is not built yet.
What happens if they don't finish it on time, race around on JCB's.

Donnington is even worse to get in and out of than Silverstone.
