Some teams do choose to work in that way, Ferrari especially. Mansell & Prost in 1990 was a very public and fine example.

Look at how many driveshafts, gearboxes and Engines Mansell went through so that Ferrari could ensure Prost took the fight to Senna.

However Vettel does have a great babysitter, how many titles would he have if he wasn't reined in every GP. Considerably less would be my guess, not detracting from his talent but Hamilton could have had the same number of titles if he didn't destroy tyres, brakes and empty the tanks every weekend.
Managing the car should be an art and not dictated by how clever the sensory kit on the car is and how many anyalysts are working in the back of the truck. Save that for another thread i reckon..
