Got one of these last year, and must admit I tried the ignoring technique and got lucky. After several follow up threatening letters with increasingly ridiculous charges being demanded, they eventually stopped sending letters.

Doubt thats fool proof however and wouldn't recommend it, but I only overstayed my parking by about 10 minutes and they wanted to charge me a ridiculous amount which I was never going to pay!
