I judge things by the effect they have on my (or other's) life balanced against the cost, benefit and possibility of change. In the case of lane hogging, it has little effect, is already costing money to attempt to change, has little benefit if it were changed and has little to no chance of being changed anyway. As such, it's a non-issue.

Moreover, there is simply no reason to enact new laws to deal with an "issue" that could be adequately dealt with by existing laws.
