Does it really matter? Sure, tailgating is dangerous and should be punished (using the existing laws), but middle lane hogging is normally just mildly irritating. If people simply stayed more calm, alert and aware most accidents would never happen, but legislation cannot alter that aspect of behaviour.

It's certainly not a subject anybody should be getting paid to think about. Most new laws are unnecessary, amounting to nothing more than political grandstanding by politicians who need to justify their own existence.
