So please tell me how the police plan to police this, i understand the need for the new law, I'm not knocking it but how the hell are they going to catch anyone - with dwindling numbers and the more reliance on ANPR theres never any copper around when you need one.

They say officers will use they're discretion when coming across such incidents - I'd like to see some concrete guidelines not a wet finger in the air and 'lets see'!

To say on the spot fines are meant to relieve coppers of paperwork i can see it going the other way with constant appeals being made.
