They were testing next years tyre and at the last minute were asked to test a new tyre being designed for Canada. Merc asked the FIA if they were allowed to do the test with a 2013 car, the FIA said they can do the test as long as Pirelli offered the same opportunity to the rest of the teams. Nobody else took them up on their offer.

I've read most of the reports on different websites and this is what I think has happened...

Pirelli wanted to test the 2014 tyre and the tyre being considered for Canada. It was late notice and they asked all the teams, they all said no apart from Merc who said they could do the test but it would have to be with the 2013 car as the older car is not ready. Pirelli said that it would be fine with them to use the 2013 car. Merc contacted the FIA to ask them if it was ok to use the 2013 car. The FIA said it was as long as Pirelli offered the same opportunity to the rest of the teams. Merc then asked Pirelli if they have asked the other teams, Pirelli said 'yes but they all said no' to which Merc accepted and got on with the test.

Basically the message from the FIA was to give all teams the opportunity to do the test with '2013 cars'. This message wasn't communicated directly to Pirelli and Merc has assumed it was. It was a break down in communication and if you have to blame anybody it would have to be the FIA.

That's what I think happened but I doubt the FIA are going to hold their hands up and accept responsibility. Mercedes were given the go ahead, it's not up to them to check whether Pirelli have asked the right question to all the other teams. That's one that Pirelli should be doing, but if Pirelli didn't know that they had to re-ask the teams to do the test with a 2013 car then who is to blame...the FIA.
