In my opinion Webber initiated damage limitation control, he could easily have pushed Vettel wide when Vettel went round the outside at turn 4 but he chose to let him go. Probably because he could see it would end in a crash if he didn't back off.
Throughout the last stint both drivers were being told that their tires would not make it to the finish and back off. It pretty easy to tell that Webber believe them and Vettel did he own thing because the laptimes (based on their variance) show that Vettel was pushing until the last lap (probably trying to get fastest lap) where as Webber pushed on one lap (lap 50), probably just to prove that he could go as fast if he had wanted to.
