When Webber stated "Multi 21" I think that gave a clear enough clue to how they run in that team. The number 2 is Webber as he is the number 2 driver in the team. The number 1 is Vettel as he is the number 1 driver in that team. Multi 21 means the number 2 driver to finish first and the number 1 driver to finish second.
You might ask well that's pretty obvious so what's your point? The point is Webber is racing knowing full well that he is the clear number 2 driver. He has known this before this latest incident happened. He is racing knowing that he hasn't got a chance of winning a championship unless his team mate had terrible bad luck. This probably would explain why he tends to severely under perform in comparison to Vettel.
If you put yourself in Webbers shoes, what would be the point in putting in full effort if you know you've got no hope? I think his only motivation for sticking with it is the money, he treats it like a job.
The reason he was so upset about what happened is not because Vettel finished ahead of him, it was because he was made to look like a fool and no matter who you are and how much money you are getting, nobody wants to be made a fool of with the world wide eyes watching you.
He has basically been disrespected and because of this I think we will now see a different side to Webber. He will no longer be racing for the money, he will be racing to get his pride and respect back. I can't see him following team orders any more, because of this I think we will see real fireworks. Put it this way, I wouldn't be surprised to see Webber get sacked before the end of the season.
