I had a similar problem a few years back on an 'old' system that ran with no inhibitor. The Rads were blocked. The heat was at the top of the Rad and not in the middle.
I removed and flushed the rads one by one, plenty of gunk came out. Unfortunately one by one the rads then sprung leaks every now and again (the gunk was preventing them from leaking) - then one day, fed up of 'welding' them up 2/3 times a year (I was poor), I replaced the whole system. This all started with a flush. Good luck.
